I just switched to FireFox. I've noticed that a few of my web site
bookmarks have icons that are animated! First, I didn't know Icons could
be animated. Second, why do those same site icons not show up as animated in IE?

Well, truth be told, icon files (graphic files with the ICO extension) can't
be animated. FireFox, as well as most of the current versions of the
popular browsers, built upon the FavIcon.ico "trick" for displaying a page icon
by allowing the ICO file to be not only an ICO file, but a GIF and a PNG file as
well.
The process is fairly simple. Create an animated image (GIF is easiest)
that conforms to a size limit of 16x16 pixels in 256 colors. Rename the
file to FavIcon.gif (regardless of what the real extension is), upload it, and
call it a day.

I have a web cam that I want to use both for chat and as a live broadcast I can get to remotely. Is there a good product or service I can buy for the broadcast?

Actually, broadcast programs are pretty plentiful, and many of them are free
(and good).
Look at a program such as Yet
Another Webcam Software. Quick to download, quick to install, simple
to setup and control, does what you want for streaming, still pics, motion
sensor, FTP upload, etc.
